THE BORDER REPORT

The Mexican government is trying to get the United States to drop its charges on a Phoenix kidnapper and send the man back to Mexico to stand trial there. It’s a bit of a reverse extradition and it grabbed my attention when I started looking at this case a few months ago.

Then I found who the guy supposedly worked for in Mexico, the Tijuana area to be precise, and suddenly there’s a whole new level of story to tell here.

Eduardo Santiago Garcia was arrested last January in Phoenix on kidnapping charges. According to court records, Santiago and another man had planned to  crash the apartment of a Sinaloan drug trafficker living in the city. They planned to rob him of $150,000 and 40 to 45 keys of cocaine when local cops moved in on him and popped him January 14.

Santiago’s been moving through the Superior Court system, the latest court records show charges have been dropped down to three misconduct involving a weapon charges, all felonies.

Then the Mexican FBI started calling. According to sources within the U.S. Marshal’s Service and CISEN, the AFI started asking the U.S. to dismiss the charges and let him be in tried on home invasion charges in Baja California. Public records show that Santiago is wanted on one assault and one home invasion charge in B.C.

So why do they want him? With everything exploding throughout the entire border area, why would the state police and AFI want this seemingly lowly kidnapper and home invader to be returned to Mexico? They don’t even want him to wait until he serves here. And my understanding is that Santiago’s been asking the judge not to let him be returned before he serves his time.

The rumor is that Santiago worked for Muletas; remember him? Raydel López Uriarte alias El Muletas, Tijuana’s Johnny Knoxville.

In 2008, El Ingeniero‘s man was raising hell in Tijuana, engaging in public gunbattles on an almost daily basis. Then, in November, Muletas suddenly dropped off the narco-stage. The rumor was that he’d been arrested on DUI charges in Chula Vista, Calif. If he was, no arrest record has ever been made public and even though the DEA started putting out wanted posters showing his face last January, there is no record of Muletas being in custody in the U.S. The sudden arrest rumor was interesting enough that a new one started up almost immediately; that he’d been picked up by the Americans, alright, but that he’d been flipped and was snitching for them. I have no idea if that rumor is true, what we do know is that this violent, ostentatious drug lord with a penchant for putting his Crutches symbol on his cell’s body armor, just … disappeared from public scrutiny.

Which leads me back to Santiago. Do the Mexicans want him in custody there because someone’s afraid Santiago’s going to follow his alleged boss’s alleged lead and start talking? Is this the beginning of a cleanup job? And if it is; and Santiago suffers an accident while in the custody of Mexican law enforcement, how’re they going to explain that to the Americans? The question is especially interesting considering this new(est) era of cooperation between the Mexican and American law enforcement agencies.

“We have a unique opportunity now with Mexico to really break up these cartels,” said Homeland Security Sec. Janet Napolitano in a speech in El Paso week. “Shame on us if we don’t take full advantage of that.”

We shall see. Santiago’s supposed to be sentenced sometime this fall. We’ll see whose jail he ends up in.

  1. yeah, it sounds to me like the mexican authorities don’t want him to talk, if they send him back to mexico, he’s a dead man, i don’t think they are afraid of him telling the gringos about el muletas, but some polititian or somebody from upstairs.

  35. Michael, the world it’s coming to an end, where are you?…Mazatlán, Sinaloa. A las 23:20 horas del domingo 23 de agosto, unas personas avisaron al comisario de Cofradía que a 100 metros del pueblo se encontraba una hielera en la que sobresalía una cabeza.

    El comisario se dirigió al lugar de los hechos, se percató que dentro de una hielera roja con tapa blanca se encontraban tres cabezas de otros sujetos y dio parte a la policía.

    A las 01:06 horas llegaron militares a sitiar el lugar. El titular de Homicidios Dolosos llegó a las 01:25 acompañado de un médico legista al lugar. Descubrieron que debajo de la hielera se encontraba un narcomensaje escrito con un plumón rojo en una cartulina de color crema, que textualmente dice:

    “Mazatlán tiene dueño y todo México. Primero aki manda el botas blancas. Enséñense a respetar hijos de su petunia madre, chapitos Guzmanes y los que siguen”.

    Al parecer, las personas levantadas son originarias de Villa Unión. Aún se desconocen sus nombres. Los cuerpos fueron llevados a la funeraria Moret.

  37. Eduardo was sentenced today to 10.5 years prision for conspiracy to commit kidnapping followed by 7 years probation. When the prosecutor brought out Eduardos ties to the Arellano-Felix organization, Eduardo did not deny allegations and declined to comment.
