THE BORDER REPORT

El Imparcial is reporting that Puerto Penasco’s chief of police was gunned down last night along with his bodyguard.

Police chief Erick Landagaray Macías took six AK-47 rounds and his bodyguard another seven. Both men survived and were taken to a hospital in Hermosillo. It’s the third or fourth shooting in that area since last week; there have also been gun battles up the highway in Sonoyta.

Last month, the government of Sonora grew testy with the State Department who had published a warning that armed men were running fake checkpoints on the highway from Sonoyta to Rocky Point. The state government and the American business community in Rocky Point, in their typical fashion, claimed the warnings were not true.

  1. M,
Do you have any more info on the other shootings you mentioned have happened in the last week and the gun battles up in the highway in Sonoyta?

  2. M,
Someone just posted this info on the Rocky Point forum, do not know if this is “official” as it did not come from a News source, Puerto Penasco has always been a “small” quiet town and has not seen the lash in violence in comparison with other locations, anyone have thoughts on why so much activity now in this area?

    1. On June 12, a white 2003 Toyota Sequoia with AZ plates was found on the Sonoyta-Penasco highway with four bullet holes in it. There was no one found with the vehicle, and there were no traces of blood inside it. The vehicle had been reported stolen approximately 8 months ago in Arizona. Authorities surmise that since the theft, it had been used for illicit purposes and that the driver was forced to stop on the highway by a rival, after which he was taken to parts unknown.

    2. Yesterday morning, June 18th at 10:30am, a man by the name of Jorge Mitre Bitar Tosen was shot several times as he exited his black Suburban in Sonoyta. This happened practically in front of the hospital and he received immediate medical attention. At this time it appears he will survive the attempt on his life. The assailants got away.

    3. Shortly after 3pm on June 18th, Mario Madueno of Puerto Penasco, his brother-in-law and another man were ambushed and killed in the parking lot of an OXXO. The victims were aged 34, 35 and 37, respectively. The shooters, reportedly in a grey Jeep Grand Cherokee, were seen in pursuit of black Jeep Cherokee on their way out of Sonoyta, headed towards Penasco.

    4. At 3:30pm June 18th, a black 2001 Jeep Cherokee, presumed to be the one that had been chased by the shooters in the above shooting, was found abandoned and riddled with bullet holes on the highway. Again, there were no traces of blood either in or around the vehicle, leading authorities to surmise that those in the vehicle were forced to leave the scene.

  5. To R Glover, there really is no reason for name calling, i am surprised and appalled at your behavior, when i said “newsource”, the comments were posted not from a “newspaper” but a forum, last i checked forums were not credited news sources, that is what was meant by that, it was not a disrepectful remark but one that was more to not stir up rumors until I felt i saw an “official” verification…but i see you have taken this out of context and resorted to name calling, i would have expected you conduct yourself in a more professional manner if you are in fact a credited journalist, maybe you could supply us with repetuniable news organization or print magazines that you have wrote articles or worked for…unfortunate you decided to respond in that manner…

  8. I would like to read any verified reports of gun battles, shootings, etc on the highway between Sonoyta and Puerto Penasco. You mention “3rd or 4th shooting ‘in that area’ since last week.” Can you please tell who was shot, when, and where “that area” is located? Thank you so much!

  10. A friend wrote this from RP:
There is a HUGE Federal Military stop in full operation as I write, 6/21/10 Noonish, close to the entrance to the Pinacate. Fully armed and uniformed military as reported, not Federal or local police. All vehicles are being stopped, people are required to exit the vehicle and it is carefully inspected.

I just drove up Calle 13 and was passed by a convoy of no less than 15 PP Police cars heading down toward the Hotel del Sol and Pinacate Condos. Lights no sirens. Could not see where or if they stopped. I’m heading down there now to see what I can see. Oops where’s the Kevlar !!

OK, time to close the barn door !! Where did that blasted cow get to anyway.

  11. M,
what are you thoughts on this in reference to who is (sinola etc..) trying to control this particular area in Mexico. I have seen on the internet various reports and maps outlining which cartels control and own specific areas, but i do not recall who might be in current control or wrestling to get control of these western towns.

  13. We were driving into Rocky Point at about noon on Friday 6/18, and we passed 3 black vehicles on the side of the road pulling out large machine guns from the back of an older model jeep cherokee around kilometer 82. I called the emergency 066, and told them about it. A few minutes later the black vehicles came flying around us chasing newer model white vehicles (all suv’s or trucks). Later that evening we told a restaurant owner we know what we saw, and he happened to see the same thing, but later on around 3:30. He also saw them dragging someone out of one of the vehicles. He turned around and headed back to Sonoyta, but they came charging up behind him, then passed him, so he turned back around and headed to Rocky Point.
I couldn’t believe what I saw, and never have been so scared!
We later heard that 3 or 4 bodies had been found in the desert. Our neighbor in Rocky Point heard that the men we saw may have been undercover federales. Anyone else hear that rumor?

  15. About 15 days ago, 7 butchered corpses of mostly younger men were found southwest of Nogales, Sonora at a ranch.

Last week, Nogales, Sonora was flooded with Federales – two busloads. (After the military was more or less ordered out.)

My hunch is (for what it’s worth) is that it’s “La Familia” that’s moving in. The butchered corpses are one of its signatures, I’ve read. And it’s based in Sinaloa, and there have long been rumors that the “highest levels” of the Mexican government favor “La Familia.” As well as the Federales over the military.

Does anyone here know if this is a reasonable “hunch?”

Anyone here know if this is more than a “hunch?”

  16. Thanks, YeYo. But I’m supposing that fact is that no one really knows?

Meanwhile, here’s a link to a podcast from William Flanagan, an investigative journalist at New Yorker magazine. It’s a companion to a 10,000 word piece about “La Familia and is a good summary of the major points Flanagan made in the article.

  17. It might be La Familia, but the highest levels of the Mexican Gov’t emphatically DO NOT support La Familia.
La Familia is in a war with the Mexican Federal Police. Their guys ambushed Federal Police last week and
killed at least a dozen of them. I’ll try and find a link to that New Yorker article. Amazing journalism!

    [Reply]

    Jack Reply:

I have Flanagan’s article here on my desk. I’ll read it again to correct what you think is a misunderstanding.

Good luck on a link to the article itself. Last time I looked, it was reserved only for subscribers.

Could that war with the Federales be the reason why there are so many patrolling Nogales?

Could that indicate that “La Familia” is moving in?

I ask, because Flanagan’s piece reveals an extremely ambitious cartel, one that has virtual control over cities and towns in Michoacán.

  20. We were driving back to AZ today, June 21 and we on the highway from R.P to Sonoyta between 8:30 and 9:30 a.m. We had a caravan of I believe 4 or 5 large trucks with what appeared to be military uniformed men in them pass us heading south. Front vehicle had some sort of either mounted large gun, or maybe just the guy leaning over the top of the cab was holding the gun. Most guys were masked….pretty intimidating looking…they were driving very fast southbound. I bet this was the trucks that set up the military stop point?

Flanagan’s piece should be “required reading.”

What struck me was how involved “La Familial becomes in the lives of “ordinary people.” Offering, crucial “civic” services that the local, state, and national governments cannot or will not do. Not to mention thousands of well-paid jobs cultivating, producing, packaging, and transporting its products.

    5 Undocumented Immigrants Busted

LAREDO, Tx.- Immigration agents arrested a man that transported 5 undocumented immigrants in a truck. According to reports, a Dodge pick up was pulled over by Police Department officials after detecting that there was no light on the back license plate.

When the officer drew near the vehicle he noticed several passengers that seemes to be illegal immigrants and it was then that he decided to call Border Patrol agents.

Upon interrogating the passengers, they confessed that they were indeed Mexico residents and that they had been hiding in an abandoned house in El Cenizo.

The undocumented immigrants also added that they were picked up by a man that was to transport them to Houston for a payment of $2,000.

Bottom line is we should always be careful and mainly with the company we keep. BY NO MEANS AM I DEFENDING THE COLD BLOODED MURDERERS but from what I have read & heard Drug traffickers aren’t serial killers; they don’t kill for the fun of it. Most cases are a result of retaliation & it’s usually other drug dealers or sadly their family members that are targeted. It seems most of the time (NOT ALWAYS) when it’s a high ranking official that is gunned down it’s because the individual was involved in some way shape or form or some how impacted thier operation in a negative way. I visited Rocky Point a couple weeks ago, will do it again in the very near future and will not hesitate to ever visit it as it is Gorgeous and the people are friendly and the food is great ! Nice cold Dos-Equis on the Beach… MMMMM :)
